There shall be for the Commission, a Governing Council (in this Act referred to as “the Council”), which shall consist of —

(a) a part-time Chairman, who shall be a retired judge of Nigeria;

(b) the National Commissioner;

(c) a representative, not below the rank of a Director or its equivalent, from —

(i) the Federal Ministry responsible for Justice,

(ii) the Federal Ministry responsible for communications and digital economy,

(iii) the Central Bank of Nigeria, and (iv) a law enforcement agency; and

(d) one representative from the private sector.
