Subject to any applicable law, the Commission may borrow such sums of money, as may be required in the performance of the functions of the Commission under this Act.

The Commission may accept gifts, grants of money, aids, or other assets, provided that the terms and conditions of the acceptance are consistent with the objectives and functions of the Commission under this Act.
